It could also be defined as the six skill areas necessary for effective and efficient solution of problems of information (specific and strategic points that help to meet the information needs) or as a comprehensive curriculum of skills for library use and management information. The traditional skills using the library focus on knowledge and understanding of specific sources (lower-order cognitive skills), as opposed to the ability to use critical thinking and the ability to manipulate information to achieve meaningful solutions.

Students can use this tool when viewed on an academic or personal situation that requires accurate information to solve a problem, make a decision or perform a job. By using a multilevel approach, students can develop competence in both problem-solving information and in decision making, which later will become for them a lifelong skill.
